Clan stands as perhaps the Emperor’s strongest supporters. Their agents are in every court, working to root
out the Emperor’s enemies. Bayushi Sunetra, the Underhand, keeps tabs on the Shogun himself in the Emperor’s
name. Bayushi Kaukatsu, the Imperial Chancellor, holds sway over the courts. With the business of the clan so
well in hand, Bayushi Paneki has turned his attentions to an old Scorpion grudge – Hida Kisada. Many Scorpion
still blame Kisada for Bayushi Shoju’s failure during the Scorpion Clan Coup, the near-destruction of the Clan
under the possessed Emperor, and the clan’s subsequent exile to the Burning Sands. For others all that is
required to indict Kisada is the promise that Bayushi Yojiro made to the Empire – that no returned spirits
would ever be allowed to threaten Rokugan again.
